Everything depends on the people. Their acts depend on how they think.
If you command them, the way they think depends on you. It is you who decides how they are trained, what knowledge they have and how they can use it in practice. Good training means preparation for acting practised in conditions possibly close to reality. Your people must know stress, pressure, pain and will to fight. For your and their safety they must know the law, they have to control their behaviour and to act adequately to the threat.
Permanent perfection of their skills is professionals' duty.
